By order of the Governor and in accordance with the Honoring Hometown Heroes Act, flags over the State Capitol and all State office buildings shall be flown at half-staff from sunrise until sunset on April 22, in memory of Memphis Police officer, Joseph Russell “Rusty” McKinney who was shot and killed in the line of duty on Friday, April 12.
