Relating to a Proclamation that the Flag of the United States and the Flag of the State of Wisconsin Be Flown at Half-Staff as a Mark of Respect for Officer Ryan Copeland of the McFarland Police Department
WHEREAS, on Monday, November 23, 2015, Officer Ryan Copeland, a K-9 officer with the McFarland Police Department in McFarland, Wisconsin, died in the line of duty in a tragic automobile accident at the age of thirty-three; and
WHEREAS, Officer Ryan Copeland joined the McFarland Police Department in 2013 following ten years of service in the United States Army, including seven years serving in the Special Forces as a Green Beret; and
WHEREAS, Officer Ryan Copeland leaves behind an honorable legacy of service to his community and his country, and the people of Wisconsin mourn his death; and
WHEREAS, Officer Ryan Copeland will be laid to rest following a memorial service in Janesville, Wisconsin, on Tuesday, December 1, 2015;
NOW THEREFORE, I, SCOTT WALKER, Governor of the State of Wisconsin, by the authority vested in me by federal and state law, do hereby order that the flag of the United States and the flag of the State of Wisconsin shall be flown at half-staff at all buildings, grounds, and military installations of the State of Wisconsin equipped with such flags, beginning at sunrise on Tuesday, December 1, 2015, and ending at sunset on that date.
IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of Wisconsin to be affixed. Done at the Capitol in the City of Madison this thirtieth day of November in the year two thousand fifteen.
