For Delaware Only
Governor Carney has ordered the U.S. and Delaware flags lowered to half-staff beginning the morning of Monday, January 27, in remembrance of former Congressman and Wilmington mayor Harry “Hal” Haskell.
Mr. Haskell served one term in the United States House of Representatives from 1957 – 1959. Among his accomplishments representing Delaware in Congress was working to enact student loan and air traffic control legislation. As Mayor of Wilmington from 1969 – 1972 Mr. Haskell helped oversee the withdrawal of the National Guard from Wilmington after a period of unrest.
Services for Mr. Haskell are scheduled for 10 AM on Monday January 27. As such, flags are to be lowered Monday morning January 27 and are to be returned to full-staff at the close of business on Monday, January 27.
**When flown at half-staff or half-mast, the U.S. flag should be hoisted first to the peak for an instant and then lowered to the Half-Staff or Half-Mast position. The flag should again be raised to the peak before it is lowered for the day.
