WHEREAS, on November 1, 2018, former State Representative Terry Musser of the 92nd Assembly District passed away at the age of 70; and
WHEREAS, Representative Terry Musser served the 92nd Assembly District in the Wisconsin State Assembly from 1985 to 2008; and
WHEREAS, Representative Terry Musser served two tours in the Vietnam War with the United States Army, serving with the First Calvary Division in 1965 and 1966 and the 173rd Airborne Brigade in 1967; and
WHEREAS, Representative Terry Musser was a lifetime member of Chapter 3 of the Wisconsin Vietnam Vets, Vietnam Veterans of America, the American Legion, Veterans of Foreign Wars, Disabled American Veterans, and AMVETS; and
WHEREAS, Representative Terry Musser was a dedicated public servant and lifelong advocate for veterans, and the people of Wisconsin mourn his passing; and
WHEREAS, a celebration of life for Representative Terry Musser will be held on November 10, 2018;
NOW THEREFORE, I, SCOTT WALKER, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and laws of this State, do hereby order that the flag of the United States and the flag of the State of Wisconsin shall be flown at half-staff at all buildings, grounds, and military installations of the State of Wisconsin, beginning at sunrise on Saturday, November 10, 2018, and ending at sunset on that date.
**When flown at half-staff or half-mast, the U.S. flag should be hoisted first to the peak for an instant and then lowered to the half-staff or half-mast position. The flag should again be raised to the peak before it is lowered for the day.
