Governor Roy Cooper has ordered all United States and North Carolina flags at state facilities to be lowered to half-staff until sunset Sunday, October 14 in honor of former NC House Co-speaker Richard Morgan. Morgan passed away on Wednesday, October 10. He will be laid to rest on Sunday at Faith Baptist Church in West End.
In memory of former Rep. Richard Morgan, Governor Cooper released the following statement:
"I worked with Speaker Richard Morgan to find common ground during a time of divided government in North Carolina and I am grateful for his dedicated public service," he said. "Kristin and I are thinking about Cindy and his loved ones during this difficult time."
**When flown at half-staff or half-mast, the U.S. flag should be hoisted first to the peak for an instant and then lowered to the half-staff or half-mast position. The flag should again be raised to the peak before it is lowered for the day.
