WHEREAS, Sgt. 1st Class R. Lloyd Ketchum, a veteran of World War II and a member of the United States Army assigned to Medical Detachment, 57th Field Artillery Battalion, 31st Regimental Combat Team, 7th Infantry Division, was reported unaccounted for and deceased on December 6, 1950, after the Battle of Chosin Reservoir during the Korean War; and
WHEREAS, despite his battalion being surrounded and under heavy enemy fire during the Battle of Chosin Reservoir, Sgt. 1st Class R. Lloyd Ketchum displayed exemplary valor and heroism, rushing to and from the battlefield to evacuate wounded soldiers and gather supplies to aid the wounded, continuing to render aid to his fellow soldiers despite suffering two bullet wounds and having his arm in a sling; and
WHEREAS, on December 2, 19 51, Sgt. 1st Class R. Lloyd Ketchum was posthumously awarded the Distinguished Service Cross for his actions at the Battle of Chosin Reservoir; and
WHEREAS, on April 23, 2018, Sgt. 1st Class R. Lloyd Ketchum's remains were accounted for; and
WHEREAS, on Tuesday, August 14, 2018, Sgt. 1st Class R. Lloyd Ketchum will be buried with full military honors in Superior, Wisconsin; and
WHEREAS, the people of the United States and the State of Wisconsin are forever grateful for the service, selflessness, and sacrifice of Sgt. 1st Class R. Lloyd Ketchum;
NOW, THEREFORE, I, SCOTT WALKER, Governor of the State of Wisconsin, by the authority vested in me by federal and State law, do hereby order that the flag of the United States and the flag of the State of Wisconsin shall be flown at half-staff at all buildings, grounds, and military installations of the State of Wisconsin equipped with such flags beginning at sunrise on Tuesday, August 14, 2018, and ending at sunset on that date.
