Please be advised that Massachusetts Governor Charlie Baker has ordered that the United States flag and the Commonwealth flag be lowered to half-staff at all state buildings from sunrise until sunset effective Sunday, October 15, 2017, the day of interment, in honor of Second Lieutenant Richard M. Horwitz, U.S. Army/Airforce 716th Bomber Squadron, 449th Bombardment Group. Lieutenant Horwitz, a native of Canton, Massachusetts, went missing on 28 February 1945 in the Gulf of Trieste, Gorizia Province, Friuli-Venezia Region, Italy. His remains have been identified and are returning home to be laid to rest.
This gubernatorial order applies to:
1. The main or administration building of each public institution of the Commonwealth, e.g. town and city halls
2. Other state-owned or state-controlled buildings
3. All state military installations
**When flown at half-staff or half-mast, the U.S. flag should be hoisted first to the peak for an instant and then lowered to the half-staff or half-mast position. The flag should again be raised to the peak before it is lowered for the day.
